Borough Office

The Borough Office is located in the Old Mill at the end of Old Mill Lane. Office hours are from 9 AM to noon, Monday through Friday, except legal holidays. The 2000 census puts the population of Rose Valley at 982, 100% residential.

Rose Valley is governed under the precepts of the Borough Code of Pennsylvania, providing for a Mayor and a Council of elected members serving the community at large.

The Mayor is elected to a four-year term. The Mayor's duties include enforcing ordinances and regulations, reporting to Council from time to time on the state of the Borough, and making recommendations to the Council on matters of Borough concern. The Mayor may vote on matters before Borough Council only in the event of a tie vote among Council members present.

Legislative matters are handled by the seven-member Council. Council members are also elected to four-year terms. Council is headed by a President who is elected by fellow members at the beginning of each two-year session. A Vice President of Council is also selected and serves at the consent of fellow Council members. Council members are assigned to serve on various committees, which review issues as directed by the Council president. These committees report to all Council members at the monthly legislative meetings held on the second Wednesday of each month at 8 PM in the Borough office. These meetings are open to the public. All residents are invited to attend.

Rose Valley also has a Controller and a Tax Collector, who are elected, and an appointed Treasurer.

Three part-time Borough employees - Borough Manager, Office Assistant and Sewer Plant Manager - supervise and carry out the day-to-day activities of the Borough.

A number of volunteer boards and commissions are appointed by Borough Council and play an important part of the local government process. These bodies provide guidance and direction in various aspects of the Borough's operations. Residents who are interested in serving on one of these boards should contact the Borough Manager.
