Rose Valley Planning Commission Meeting

Agenda for In-Person Planning Commission Meeting at Old Mill at 7:30 on October 7, 2021:

1) Approval of April 1, 2021 minutes.

2) School in Rose Valley Rezoning 15 School Lane from Residential ‘A’ to Institutional.

3) Review and Comment on DELCORA’s Eastern Service Area Act 537 Plan Update.

The Plan Update evaluates options for the redirection of Eastern Service Area wastewater

flow (which currently discharges to the City of Philadelphia’s Southwest Water Pollution

Control Center) to DELCORA for treatment.  It evaluates four alternatives:

Alternative 1: Redirect flow to an expanded Western Regional Treatment Plant in

Chester, PA by constructing traditional shallow pipelines.

Alternative 2: Redirect flow to an expanded Western Regional Treatment Plant in

Chester, PA  by constructing a deep (~130 feet), 8-mile-long tunnel through bedrock

using a tunnel boring machine.

Alternative 3: Redirect flow to a new Waste-Water Treatment Plant with associated

pipelines.

Alternative 4: Continue to discharge Eastern Service Area wastewater to the City of

Philadelphia.

DELCORA selected Alternative 2 as the most economical option.  Continuing to have the

City of Philadelphia treat Eastern Delaware County wastewater is projected to become

very expensive.

4) Rose Valley Road Sidepath Feasibility Study.

a) Where sidepath is feasible right now without easements.

b) Where more work is needed for easement acquisition.

5) Delaware County Green Ways Grant Applications submitted September 17th.

a) “Connect” Grant Application for the Design and Construction of a Trail along the

South Side of Rose Valley Road: 1) within the PennDOT Right-of-Way in front

of the Historic Houses near the Possum Hollow Road intersection, and 2) outside

the PennDOT Right-of-Way on Borough Property on either side of Old Mill Lane

near Vernon Run.

b) “Planning” Grant Application for the Planning and Design of a Trail along Rose

Valley Road on Privately-Owned Property between School Lane and the Moylan-

Rose Valley Train Station to facilitate easement acquisition.

6) Recommendations to Borough Council regarding sidepath next steps.
